Isn't there a certain way that police officers are supposed to talk to and deal with the public?

The town that I live in decided to sweep the streets. As a 'courtesy', the officer on duty went up and down over his loud speaker, lights and siren going, to tell people to move their cars. Admittedly a miserable person when I wake up, I grumbled about it on my way to move my car. This guy essentially challenged me to a fight.
