How can I get rid of this phlem?

I have a VERY annoying bubble like phlem right under the "adam's apple". I haven't been sick. I do have bad spring allergies, but I haven't had any problems recently. It's been going on about 2 or 3 times in the past month. I drink water, milk, eat, cough drops, etc. liquid seems to make it worse, like making it more moist. It's just an aggrivation really, doesn't burn or hurt or anything, just bugs the H out of me!! I just want it to go away. I grumble and cough, but nothing really comes up. It will sometimes break up but never comes up. I don't know if it's really a phlem, or if it's just like a over-moistured thing. I'm going to try honey to try to coat my throat. It's so annoying I'll cough until I have a headache. HELP, please...and THANK YOU in advance!!!
